If a Ukrainian diploma, transcript or certificate must be used in the United Kingdom, start by identifying the country that issued the original document. The UK apostille process is not a general way to legalise every document that is presented in Britain. The official UK guidance says that documents issued outside the UK cannot be legalised through the UK Legalisation Office service.
Does a UK apostille apply to a Ukrainian education document?
A Ukrainian education document was issued outside the UK, so do not assume that the UK Legalisation Office can add a UK apostille to it. Ask the university, employer, professional body, immigration adviser or other receiving organisation which form of authentication it accepts. For an official Ukrainian education or science document, the Ministry of Education and Science of Ukraine says that it is authorised to apostille documents in the education and science field. Its official FAQ says that applications for an MES apostille can be submitted remotely or in the listed offices in Kyiv and Ternopil. Before applying, confirm with the UK university, employer, professional body or other receiving organisation that it requires an apostille and ask whether a certified translation is also needed.
Use the MES information as the starting point for education documents, then check the current instructions on the official MES pages before sending an original. Keep a copy of the diploma or transcript, check the spelling of names and document numbers, and confirm whether the recipient wants the original, a certified copy or a certified translation. These details can differ between study, employment, professional registration and immigration applications.
What is the UK Legalisation Office for?
The UK Legalisation Office can legalise certain official UK documents submitted to it. That route is relevant when the document itself is eligible under UK rules, not merely because the document will be used in the UK. A UK-issued supporting document may therefore follow a different route from a Ukrainian diploma or transcript.
Keep the two questions separate: where was the document issued, and where will it be used? If the answer to the first question is Ukraine, obtain the receiving authority’s current instructions for Ukrainian documents. If the document is UK-issued and will be used abroad, check the UK Legalisation Office route.
UK-issued documents only: Legalisation Office fees
For eligible UK-issued documents, the official GOV.UK guidance lists a standard paper-based apostille at £45 per document, plus courier or postage costs. An e-Apostille costs £35 per document. These are UK Legalisation Office charges, not Ukrainian apostille fees and not a quote for translation, certification, courier or any private service. Confirm the current amount on GOV.UK before paying.
An e-Apostille requires a PDF file electronically signed by a UK notary or solicitor. It is not automatically suitable for a Ukrainian education document, and the recipient must accept the electronic format. Do not choose an e-Apostille only because it appears faster or cheaper; confirm that the document and destination authority fit the official requirements.
Checklist before sending an education document
- Record the issuing country and the exact document type.
- Ask the UK receiving organisation whether it requires an apostille and a certified translation.
- For a Ukrainian education document, check the current MES apostille instructions and application route.
- Confirm whether the recipient wants the original, a certified copy or a translated document.
- If the route uses a UK-issued document, check whether it is eligible for Legalisation Office processing.
- Check current GOV.UK instructions, fees and delivery requirements for UK-issued documents.
A Ukrainian education document may need a different route from a UK document used abroad. Confirm the route in writing where possible, keep copies of every document and do not send an irreplaceable original until the recipient has confirmed the format.
